State-run BEML is actively preparing to manufacture Tunnel Boring Machines (TBMs) domestically to cut India’s dependence on China. BEML has floated an Expression of Interest (EoI) seeking design consultancy partnerships with reputed global firms, including those from Austria and Japan, for the indigenous design and development of TBMs ranging from 6 meters to 16.5 meters in diameter.
The plan includes starting with a 6.5-meter diameter TBM project, potentially in collaboration with Delhi Metro Rail Corporation (DMRC).
This initiative is part of a broader effort backed by the Ministry of Defence and supported by the Ministry of Housing and Urban Affairs, aiming to meet the growing demand for TBMs in metro rail, tunnel roads, hydroelectric, irrigation, mining, and other infrastructure projects across India.
The TBM designs will focus on minimising settlement impact, noise, and vibration while accommodating urban conditions like tight turning radii. Manufacturing is still in the preparatory phase, and full production will take more time.

This move is critical given the current heavy reliance on imported TBMs from China and other countries, which has led to supply disruptions and strategic vulnerabilities, especially amid recent geopolitical tensions impacting infrastructure projects such as the Mumbai underground Metro and the Mumbai-Ahmedabad bullet train.
BEML’s capability to produce TBMs domestically is seen as an important step toward Atmanirbhar Bharat (Self-Reliant India) in crucial infrastructure technology.
